Professional Experience: David is a partner in the firm's Washington office and a member of the firm's Executive Committee. His practice focuses on product safety and transportation law, and he serves as general counsel to ten trade associations with issues before the CPSC and DOT. His work principally involves rulemaking, compliance and penalty matters under the Consumer Product Safety Act, the Federal Hazardous Substances Act, the Poison Prevention Packaging Act and the Flammable Fabrics Act. He also handles product safety matters under the EU General Product Safety Directive. David also handles registration, certification, exemption and compliance matters before the Federal Aviation Administration, the Federal Highway Administration and the Research and Special Programs Administration. In this regard, David has extensive experience in registration of aircraft, registration of motor carriers (including foreign carriers) and defense of civil penalty cases involving the shipment of hazardous materials. He also handles licensing and penalty matters before the ATF. David is admitted to practice in the District of Columbia.
