Conducted decade-long project to upgrade infrastructure at Southwest border crossings in anticipation of increased trade and NAFTA; led 17 year effort to improve Customs border drug interdiction; authored initiatives to facilitate export and import of commercial goods in and out of the U.S.; conducted general budget oversight of the White House, Treasury (including the Internal Revenue Service), General Services Administration (includes Federal civilian construction and office equipment and supplies), and the Office of Personnel Management.

Supported strong intellectual property rights for American industry and inventors through passage of Berne Implementation Act and U.S. participation in 100-year old international copyright treaty; authored modernization of trademark law and compensation, enacted law preventing software rental without copyright owner permission; focused attention on protection of intellectual property rights during NAFTA debate.
Subcommittee on Antitrust, Monopolies and Business Rights
Helped write Joint Research Act of 1984 and Joint Manufacturing Act of 1992, which allow companies to conduct joint research, development and manufacturing without fear of antitrust action.

Long-time sponsor and supporter of constitutional amendments to limit Congressional terms of office and to balance the Federal budget.
